At the moment, this is just a draft.

1. You must have an approved Character Sheet.
2. You can't travel in between outer floors. (So make sure your character lives where other player's characters live too)

I really find them helpful, thanks for outlining the outer tower rules so massively. This helped me a lot to understand and will guide me to follow the rules in a better way.
